While the debate persists over whether primary music should be delivered by external specialists or classroom teachers, there is a lack of qualitative data regarding the practical role of Music Hubs within the primary school setting. This study explores the role of Music Hubs in primary music education in England through qualitative interviews with twelve stakeholders that are involved in primary music education with a Music Hub. Using the KJ method, the findings show that the Music Hub enhances the quality of primary music education through developing the practical teaching skills of primary school teachers in music education, supporting primary schools, and facilitating collaborative music education between the Music Hub and primary schools, expanding music education at primary schools, and addressing challenges faced by primary schools. Furthermore, the Music Hub enhances the quality of children’s learning through fostering positive attitudes towards music learning, broadening music learning, and exploring music learning. Ultimately, this study suggests that rather than focusing on whether music is delivered by classroom teachers or specialists, a collaborative approach between schools and Music Hubs through various Music Hub activities is fundamental to enhancing the quality of primary music education.
