This study introduces a formal framework for the conditional deployment of ICMM (Complex Multi-Magnetic Information) structures, explicitly distinguishing mathematical accessibility from effective realizability. The framework is based on:- an abstract configuration space,- a multi-scale dependency hypergraph,- a multi-component structural cohesion function relative to an ideal source configuration,- and a structural latency associated with transformation chains. Numerical simulations reveal:- the existence of blocked, critical and open regimes,- a clear dissociation between accessibility, realizability, stability and identity,- and the emergence of an internal selection principle based on a trade-off between cohesion and structural cost. This work provides a direct foundation for the future formalization of a realizability operator.
