Abstract

This technical note documents the first multi-tenant batch formation run of APR-Shaper, the substrate-layer governance formation engine within the APR stack. Twenty-seven agent governance profiles were created across three tenants—Cedar Clinic (healthcare, 5 agents), Riverstone Law (civil and family law, 10 agents), and Horizon Pharmacy (retail pharmacy, 12 agents)—with all 27 receiving governance identity issuance under APR-Shaper v6.0.1. The run surfaced and resolved two Worker bugs: a semantic issuance gate threshold error (v6.0.1) and a governance column persistence gap (v6.0.2). Cross-tenant latency baselines were established. Classifier behavior patterns were documented for Phase 6 tuning. All 27 governance identities are confirmed visible to the APR-Lite export endpoint as of v6.0.2 deployment.
