This paper extends the Complete Cycle Identity Architecture (AICC) by introducing a comprehensive governance framework that regulates identity across its full lifecycle, from prenatal existence to post-mortem closure. Traditional identity systems are structurally limited to active legal identity, overlooking critical stages that generate vulnerabilities in data protection, algorithmic inference, and the misuse of identities after death. This work introduces two complementary dimensions: prenatal identity governance, including the concept of a “Primordial Digital Twin” linked to the Gestational Link Hash (HVG), and post-mortem identity governance through cryptographic closure protocols and lifecycle termination mechanisms. The proposed framework redefines identity as a continuous, governed, and verifiable system, reinforcing data sovereignty, fundamental rights protection, and institutional resilience in the context of artificial intelligence.
