Submitted to Foundations of Physics (April 2026) This paper presents the central revelation of the Charge-Entanglement Ontology: the fundamental quantum is the discrete orbital shell labeled by the integer locking level \ (n\) of the elliptical Alpha Void Tear — a pre-geometric absence stabilized by circulating dipole pairs. Energy is continuous and relational, emerging from drainage flows and locking dynamics. Information is quantized solely in the discrete shell \ (n\) (and the total conserved \ (N\) of shared tears). The bare energy scale \ (K = P V₀\) is derived directly from the marginal-stability balance of the fundamental tear. All Planck-scale constants (\ (h\), \ (\), \ (lP\), \ (mP\), \ (tP\), \ (EP\) ) are derived geometrically from \ (K\), ellipticity suppression \ ( (e) \), circulation frequency \ (f ₒ₈₍\), and fabric mobility \ (\). Gravity emerges as the quantized drainage response to quantized informational mass, yielding a revised Einstein equation in which the cosmological constant is no longer a fundamental input but a small, dynamical residual from imperfectly balanced vacuum tears. The framework recovers established physics (photoelectric effect, blackbody radiation, general relativity in the low-energy limit) while providing a minimal pre-geometric resolution of singularities, the information paradox, and the quantum-classical transition.
