We propose a fundamental correction to the Schwarzschild radius by incorporating the dynamic suppression of the gravitational constant at the Planck density. Based on the Vortical Phase Transition model (Oh, 2026), we demonstrate that at the event horizon, the effective coupling undergoes a 50% suppression due to lattice stiffness saturation. This derivation yields a new horizon radius, which is exactly 50% more compact than the classical Schwarzschild prediction. This Vortical Radius replaces the mathematical singularity with a stable resonant state of finite Planckian density, providing a geometric resolution to the information paradox and infinite curvature divergence.
