Conventional elastic wind design procedures increasingly face limitations when applied to tall concrete buildings, particularly where wind loads govern structural strength and interact with seismic design philosophy. In response, a draft international standard has been developed within ISO TC 71 SC 5 WG 9, proposing a simplified framework for performance-based wind design (PBWD) that allows limited inelastic behavior under extreme wind actions. This paper presents the scope, technical background, and key provisions of the draft ISO standard, including its simplified inelastic wind design methodology, resonant wind load reduction concept, performance objectives, and nonlinear analysis requirements. Relevant experimental, analytical, and probabilistic research underpinning the proposed framework is reviewed, and the applicability and limitations of the standard are discussed, highlighting its potential to harmonize research, standards, and engineering practice
