Abstract

为解析合作组建国家高水平运动队政策的生成机理并提出优化路径，助力竞技体育高质量发展与体育强国建设，本文以多源流理论为分析框架，运用文献研究法剖析《合作组建国家高水平运动队管理办法（试行）》的形成逻辑。研究表明，传统国家队建设模式的现实困境与竞技体育焦点事件构成政策形成的问题源流；合作办队试点实践、专家智库论证与国际经验本土化构建了政策备选方案池；体育强国战略引领、政策窗口开启与公共情绪支持形成了政治源流。该政策的出台是三大源流耦合交汇的必然结果。据此，本文从强化问题源流管理、优化政策源流供给、激活政治源流动力三个维度提出优化策略，推动三大源流深度耦合，构建多元主体协同的国家队建设新体系。本研究为该政策的完善落地及竞技体育管理体制改革提供了理论参考与实践思路。
