Abstract

本文基于全过程工程咨询的理论框架，深入剖析当前造价管理中存在的割裂性、滞后性和信息孤岛等问题， 提出构建“目标导向—流程协同—数据驱动—能力支撑”四位一体的造价管理集成体系。该体系以全生命周期成本最 优为目标，通过整合决策、设计、招标、施工、竣工及运维各阶段的造价管理活动，依托bim、大数据、云计算等数 字技术实现信息贯通与动态管控，并强化咨询企业的专业能力建设。最后，以某大型公共建筑项目为案例进行实证分析， 验证了该集成体系在提升造价控制精度、降低变更签证率、优化投资效益等方面的显著成效，为推动全过程工程咨询 模式下造价管理的转型升级提供理论支撑与实践路径。
