This poster showcases how the Norwegian institutional publishing services are working towards a national research infrastructure for diamond institutional publishing. In Norway, a small number of university libraries publish diamond open access journals and grey literature on institutional platforms. The publishing services are run by a limited number of staff, usually 1–2 people who have this task as part of their portfolio. The publishing software used by all of these services is Open Journal Systems (OJS). The journals are usually under-financed and under-resourced: the editors, who have researcher positions at universities, are responsible for both editorial work and technical tasks such as copy-editing and article formatting. In a situation like this, it is especially important that the editorial teams get as much support from the publishing services as possible. The staff at the publishing services have been collaborating on various events and activities, such as webinars for editors, OJS translation, and policy discussions. In 2025 we became a thematic network under NARMA, the Norwegian branch of the European Association of Research Managers and Administrators. The status as the Norwegian Network for Diamond Publishing (NNDP) under NARMA gives us some visibility, a small amount of funding for activities, and hopefully a stronger voice in the Norwegian institutional landscape. NNDP is Norway's national capacity centre for diamond publishing. A report commissioned by Universities Norway recommended the establishment of a national publishing service (Kolstrup et al. 2021), but Universities Norway decided not to follow the recommendation at that time (see a summary of the situation in Hellekjær 2025). Cooperation on a national solution has been on the wishlist of many members of our network through the years – also the authors of this poster have on some occasions spoken for it (Ekanger 2019; Hellekjær 2022). The current efforts of our network are a new grassroots attempt for a national solution, for which we are exploring different scenarios. In the course of this year, we hope to achieve consensus between the publishing services on which alternative we think is the best and present our recommended solution to the institutional managements.
