Artificial intelligence is one of the latest innovations of the human mind in the last five decades of the golden century, as the world has begun to pay increasing attention to it in the hope that behind this smart technology will be solutions to the problems of this era, whether military or civilian in various fields, as artificial intelligence technology has witnessed tremendous progress in recent years in all aspects of social, economic, environmental and military life, and the developments brought about by this technology have had a major impact on the growth of the phenomenon of robots replacing humans in accomplishing some dangerous tasks, as the emergence of this technology has become one of the real and realistic challenges to the responsibility system. The real problem facing us in our study at the present time is the legal challenge related to the responsibility for artificial intelligence technologies that pose a threat to countries or the international community, especially since it has reached a stage far from the will of humans by making independent decisions in several areas, in the life of the individual, health, education, and the economy, which has caused damage within the framework of civil liability or by committing crimes that may harm humans and the environment within the framework of criminal liability.
