This paper develops The Ontology of Xu and Shi within Energy-Efficiency Theory (EET), grounded strictly in Core Rules v5. 7. We define Shi as the functional-layer projection of constrained-state energy---structural maintenance power locked behind topological barriers. Xu is the functional projection of free-state energy flux---unconstrained responsive and dissipative power. The universe is a relentless cycle between these two states: condensation (Xu Shi) via Algorithmic Submersion, and dissolution (Shi Xu) via Cognitive Meltdown. Version 3. 1 is a major constitutional upgrade that establishes the Xu-Shi Ontology as the operational substrate of the entire EET Cognitive Constitution---the physical execution grammar into which every structural operation defined in any other constitutional module is ultimately translated.
