This paper develops a ψ₀–OCM account of time as stabilized redistribution ordering. It defines τψ₀ as a global redistribution-order parameter and tobstobs as the observer-accessible sequence selected by the Now Operator. Relational and clock-free temporal results are interpreted as evidence that time need not be fundamental, while ψ₀–OCM supplies a physical stabilization mechanism through redistribution, admissibility, and observer selection. The paper further introduces a multi-channel temporal decomposition across quantum, interaction, and cosmological regimes, applies the framework to mass formation, cosmology, black-hole horizons, and information redistribution, and presents quantitative discriminator estimates for high-Q resonators, clock-free systems, collider-scale form-factor suppression, cosmological power-spectrum deviations, and mass hierarchy scaling.
