We propose the siphon mechanism as a resolution to the Hawking information paradox within the Concentric Orbital Cosmological Model (COCM). Black holes at the boundary between adjacent universe-rings are coupled to two distinct environments by the inter-ring dark energy gradient. The total Hilbert space is enlarged to restore unitarity without modifying local physics. Three simultaneous transfer modes are identified: Water (coherent), Foam (partially coherent), and Vapor (thermal). Five falsifiable predictions are derived, testable by ATHENA and ngEHT.
