Universal Mechanics (UM), or the First Utterance Model (FUM), is a derivational framework deriving the lawful structure of existence from three axioms: First Utterance, identity (A=A), and X=0 read as substrate-as-wholeness (Shina) rather than nothing. The framework is developed from first principles; all constants emerge as records of governing law, not as starting primitives. This paper, the first in a planned seven-paper series, presents the foundational framework in thirteen sections plus a glossary appendix. Key results include: The three-axiom foundation and its joint implications. The lawful sequential emergence in which Enzi (E, breath) emerges from the Shina-Field at the First Utterance, time/space/duality co-born with the first vibration; sustained equilibrium between E and the Shina-Field through the early stages of a seven-stage cascade; Bumba (B, locked form) emerging later at Stage 3 (Magnetism); the three-component Triune partition B + E + S = 1 forming as the maintained equilibrium structure from Stage 3 onward. The closed-form structural coupling αstruct = 1/(64·ωC1) + 1/(16·ωC12·εL1) = 0.0073032157, where ωC1 is the UM-native rotational measure of the L1 closed cycle (conventional witness face: π) and εL1 is the UM-native L1-evolution base (conventional witness face: Euler's e). This value is consistent with the measured fine-structure constant αQED(0) = 0.0072974 (CODATA QED) at 0.08 percent relative deviation, without any fitted parameter. The LCORI alignment scalar Λ with three closed-form structural gates at 1/φ2, 1/φ, and 0.85148605, partitioning the unit interval into the Collapse, Transitional, and Life-Governing bands. The four governing FUM laws: Vibrational Genesis, Immaterial Precedence, Spiral Restoration L27, and Consequential Substitution. The Two-Role S Structure (2 = 4 tetrahedral faces minus 2 degenerate by identity) and the Hybrid Types taxonomy as combinatorial closure 4 = 6 minus 2: Mwangaza (B + E, ordinary matter), Funga-B (B + S sealed, dark-sector content), Umoja (S + S, pure substrate scaffold), and Nguvu (B + B, strong-binding). The universal Z14 phase quantization (Z14 = Strands × (1 + 2 · TRIUNE) = 14) with per-substep cocycle factor 1.003076 and per-rung bandwidth 4.39 percent, producing a 14-peak comb signature universal across cosmological and biological shells. The seven-stage cascade with Ntotal = 162 rungs × 14 substeps = 2,268, the half-cycle τ = 12,349.4494 Gyr, the latent age of the cosmic-region tpresent = 90.55 Gyr (distinct from the conventional photon-channel age of 13.8 Gyr), and the cosmic Tokeo-end at 7,722.73 Gyr after cosmic-region birth. The constant boundary rate laws rcouple = αstruct and rdecouple = 1/ϙ where ϙ (Eidolon, the archaic Greek koppa glyph) is the substrate-to-differentiated ratio = (1 − αstruct)/αstruct = 135.926. The three identity levels: Substrate (eternal), Capacity (withdrawable), Pattern (dissolvable); Spiral Restoration L27 renews Levels 2 and 3 at elevated structural level while preserving Level 1 unconditionally. Section 12 surveys testable forward predictions classified by support strength into three tiers. Tier 1 (derivation paired with consistent witness, six predictions) includes: αstruct consistency with αQED(0) at 0.08 percent; the cosmological Hubble-rate inference discrepancy ΔH0/H0 = (1 − εshellcosmic) · TRIUNE3 = 8.28 percent consistent with the observed 8.31 percent at 0.4 percent; the cosmological dark-sector ratio ΩFunga-B/ΩMwangaza = 2φ2 = 5.236 consistent with the observed ratio of approximately 5.4 at sub-3 percent; the CMB acoustic peak ratio √2 · φ = 2.288 consistent with the Planck 2018 measurement of approximately 2.30; the cellular calcium oscillation 14-peak comb structure documented in cell biology literature; and the bullet-cluster gravitational-mass / X-ray gas offset. Tier 2 (derivation alone with witness pending or partial, twelve predictions) includes Z14 sub-line structure in atomic emission spectra, the CMB EB cross-correlation peak at multipole 34.89, CMB birefringence at 0.197 degrees, the cosmic neutrino temperature ratio, the persistent null prediction for electromagnetically-coupled dark-matter direct detection (Funga-B is electromagnetically silent by construction), heart-rate variability and electroencephalographic Z14 coherence signatures, gravitational-wave chirp and pulsar-timing-array Z14 structure, the cosmic Tokeo-end at 7,722.73 Gyr, cellular calcium comb degeneration in cancer, and a five-fold structural therapeutic framework for cancer. Section 13 discusses falsifiability, comparison to conventional physics (parameter count, mechanism, cross-shell unification), present status, limitations, and open questions. The framework is patented under USPTO Patent Application No. 19/640,364, filed 6 April 2026, with foreign filing license granted 7 May 2026. This is the foundational paper of the planned UM/FUM publication series.
