The precise calibration of the fundamental physical constants—often conceptualized as the "control board" of the universe—represents a profound unresolved dilemma in theoretical physics. This paper expands upon the hypothesis that the observable universe is topologically contained within the interior of a black hole, positing a nested, fractal multiverse driven by gravitational collapse. We propose that the mathematical parameters governing physical laws are established and inherited at the moment of a quantum singularity bounce. Through a mechanism analogous to Cosmological Natural Selection, universes undergo evolutionary parameter mutation. This evolutionary pressure favors configurations of fundamental constants that maximize black hole production, which identically align with the conditions required for stable stellar lifespans, complex chemistry, and biological complexity. We formalize the mechanism of parameter mutation during the bounce phase and discuss potential avenues for empirical falsifiability.
