This technical memorandum records the consolidated state of the COCM (Concentric Orbital Cosmological Model) programme after the working session of 13–14 May 2026. No new theory is introduced. The document crystallises four things: (1) what is demonstrated — marginal oscillatory signal in DESI DR1/DR2, mock test, CMB perturbative compatibility, Bridge 3 effective orbital theory, low-z H(z) crossing prediction; (2) what is bounded — the COCM temporal domain (Gyr scales, not year scales); (3) what has been retired — the 87% Hubble tension claim and Prediction VIII (EHT polarimetry); (4) what remains open — microscopic derivation of V(θ), phase stability, CC-only signal. The COCM is positioned as an effective extension of ΛCDM in the H(z) modulation sector, with an explicitly bounded domain of validity. It is not a replacement for ΛCDM. In short: the COCM is an effective model of limited scope, with falsifiable predictions and a microscopic foundation still open.
