Abstract:As the construction scale of smart cities continues to expand, electronic surveillance systems, as the core component of the perception layer, generate a large amount of data with sensitive attributes, posing significant challenges to the security management of these data. Currently, issues such as unclear division of responsibilities, fragmented technical protection, high risk of privacy leakage, and difficulties in compliance supervision have emerged in various aspects of surveillance data collection, transmission, storage, and sharing, and a systematic governance framework has not yet been formed. To fill these loopholes, this paper designs a security governance framework for electronic surveillance data in smart cities. The framework revolves around the data lifecycle, integrating three dimensions: technical protection, management processes, and regulatory standards, to build a collaborative governance system that covers key modules such as data classification and grading, encryption and access control, security auditing, privacy computation, and emergency response. Through practical verification, this paper finds that implementing this framework can clarify the security responsibilities of each participating entity, achieve linkage between technical measures and management systems, and manage data security and personal privacy risks while ensuring data availability and shared value. This paper provides a systematic solution reference for the security governance of electronic surveillance data in smart cities, which can promote the standardization and normalization of related security practices and play a positive role in enhancing the modernization level of urban governance and protecting citizens' rights and interests.
