Modern physics is constrained by two profound unresolved dilemmas: the necessity of unobserved Dark Matter to explain galaxy formation, and the fine-tuned nature of the twenty-six fundamental constants required for stable matter. This paper presents a synthesis of Superfluid Vacuum Theory (SVT) and Cosmological Natural Selection to establish a unified grand theory: Evolutionary Superfluid Cosmology. We postulate that the vacuum is a Bose-Einstein Condensate (BEC) and gravity manifests as a hydrodynamic pressure gradient rather than geometric curvature. Furthermore, the universe undergoes a reproductive cycle wherein gravitational singularities trigger a thermodynamic phase transition—a "bounce"—birthing a child universe. The fundamental constants of the new universe are inherited physical properties of this superfluid, subject to quantum mutation. Universes thus evolve to maximize vortex (black hole) production. Finally, we explore the engineering implications of this fluid framework, proposing phononic metamaterials and high-temperature superconductors to locally manipulate gravitational pressure.
