This paper is part of a coherent research program developing an informationally emergent physical framework. P01 introduces the foundational discrete informational substrate underlying the entire theory. The physical system is modeled as a network of discrete informational degrees of freedom subject to a global coherence constraint, which acts as the primary organizing principle of the framework. The paper defines the basic entities, states, and admissible configurations of the network, and formalizes the notion of coherence as a global consistency condition rather than a local dynamical law. This constraint selects physically meaningful configurations and provides the structural basis for the emergence of effective fields, symmetries, and dynamics developed in subsequent papers. While this work can be read independently, its full significance emerges when considered as the first structural layer of the complete sequence of papers (P00–P32), where higher-level physical laws are progressively derived.
