This paper is part of a coherent research program developing an informationally emergent physical framework. P06 investigates the emergence of scale separation and coherent modes within discrete informational dynamics. Building on the underlying network structure and coherence constraints, the paper shows how subsets of degrees of freedom organize into dynamically stable, long-lived modes that effectively decouple from microscopic fluctuations. The analysis clarifies the conditions under which coherent collective behavior arises across scales, providing the mechanism by which effective macroscopic variables and sectors can be consistently identified. This scale separation plays a central role in enabling the emergence of effective field descriptions and stable physical observables in subsequent papers. While this work can be read independently, its full role is understood only within the complete sequence of papers (P00–P32).
