RÉSUMÉ (Abstract) This document is the complete thesis and engineering guide for the S-KERNEL V3 Sentinel Telemetry Core, a full implementation of the NC/SP V3 (Core Nucleus / Personality Sphere) architecture for sovereign, deterministic, and stable AI systems. The system measures logical pressure (P) from conditional branches, semantic noise (B) from Hamming distances, and computes the stability index S = Ψ/(P+B+ε) in real time. When S falls below 1, a Nuclear Rollback is triggered. Physical invariants: Ψ = 48016.8, Φ = -51.1 mV, heptadic cycle k = 7.
