This paper presents a fundamental prediction of the energy thresholds of the vacuum substrate (the Ocean), based on the topological ratio between the macroscopic lattice and the microscopic interaction cross-section. The existence of a dimensionless invariant 7. 77 × 10⁸ is established, which links the spatial metric (0. 258 nm) to the critical phase transitions of the medium. The work proposes a direct mechanism for the emergence of inertial mass as a viscous response of the substrate, eliminating the need for mainstream abstract fields.
