A key objective of the land reform process in South Africa is that it supports the emergence of a cohort of black small-scale commercial farmers who contribute to local and national agricultural value chains. Nationally, this has not happened. HSRC researchers looked at land reform projects in the Bela-Bela municipal area in Limpopo and found that they has a limited impact on the livelihoods of the majority of the beneficiaries.
