This paper presents the Scale-Relative Displacement Model, a conceptual framework that addresses the Hierarchy Problem by redefining the four fundamental forces as functional components of a single Information-Energy Interface. By accounting for the observational bias of a Level 5 observer, the model demonstrates that the perceived discrepancy in force strengths, specifically between gravity and the strong nuclear force, is a mathematical result of scale-relative displacement velocity. We identify mass as the result of instructional maintenance (information) acting upon a disorganized energy medium (the Higgs field and quantum field theory) and provide testable empirical predictions for black hole mergers.
