The lack of qualified personnel is one of the main obstacles to the competitiveness of the Russian agro-industrial complex. One of the most important conditions for addressing this problem is creating the conditions for the development of peasant (farmer) farms and other small-scale farming. To this end, along with increased government support for small agribusinesses, it is necessary to promote the widespread use of contractual relationships within the agro-industrial complex with their participation. This measure will significantly increase the number of qualified workers in the agro-industrial complex. However, it has received little attention in relevant studies and legislation. Aim. To substantiate the need for increased attention to contractual relationships involving small agribusinesses as a means of strengthening the agro-industrial complex's human resources. Research Methods. Abstract-logical, monographic, and expert research methods were used in preparing this article. Research Results. It is demonstrated that the development of contractual relationships involving small agribusinesses will contribute to strengthening the agro-industrial complex's human resources. Conclusion. It was concluded that in order to strengthen the human resources base of the agro-industrial complex through the development of small agribusiness and contractual relations in the agro-industrial complex with its participation, it is necessary to increase the social orientation of state management of the economy.
