This work proposes a novel approach for the implementation of the Spanish Urban and Rural Agenda in the region of Castilla y León (CyL) to subsequently develop Local Action Plans (LAP) at the provincial and municipal scale. The goal is to highlights the novelty introduced by a national-funded research project to decipher issues and opportunities tied to the scarce implementation of LAP in CyL. The employment of innovative group work methodologies can facilitate the convergence of politicians and technicians of the provincial and municipal authorities across CyL with academics and national experts in the domain of integrated urban policies.
