We report the discovery of a universal dimensionless boundary condition, χ = 0.15, that governsplasma coherence across all scales from solar wind to galactic structure. Analysis of billion's of observations from Parker Solar Probe Encounter 17, DSCOVR L1, MAVEN at Mars, massive CERN files and runs.Terrestrial magnetometer networks shows zero violations of this limit under steady-stateconditions. Transient excursions exceed the boundary as expected and trigger discrete harmonicmode transitions (χn = n×0.15) rather than continuous breakdown. And that's not all. Thx Carl
