The current global economic governance is deeply mired in a zero sum game of "carbon politics", rooted in treating climate as an external economic variable rather than a physical boundary. This article declares the birth of economic climatology (Prim-Lex) - a decentralized ,systematic new science that supports the prosperity of Earth civilization. Its core concept is "climate as law, economy as use", establishing climate laws as non-negotiable ultimate constraints. Based on the subjectivity and regularity of the climate system as the first principle, a "Global Climate Carrying Capacity Account (GC⁴A)" is constructed as the core framework, proposing five climate laws and five quantifiable operational models: Regional Economic Metabolism Hardtop Model (REMC), Capital Market Condensation Height Model (CLL), Global Climate Security Operating Space License Framework (GCSOS), Regional Carbon Endowment Balance Sheet (RCE-B/S), and Gaia Regional Economic Adjustment Index (G-REMI). Using multiple empirical cases from both domestic and international sources, demonstrate the application paths of the model in regional regulation, industrial hedging, and global governance. Economic climatology (Prim-Lex) aims to provide a "natural law" operating system that transcends politics, ushering in a new era of collaborative prosperity under climate constraints. As a pioneering work, this article lays a theoretical foundation for subsequent series of research, including model deepening, therapeutic upgrading, blockchain integration, etc.
