Aircraft maintenance training is a safety-critical pathway through which novice learners must acquire technical knowledge, practical skill, regulatory awareness, documentation discipline, professional judgement, and safety-culture behaviours. This conceptual article introduces the Entry-to-Competence Model as a design lens through which training organisations and regulators can examine how Part-147 delivery, Part-66 competence expectations, practical experience, evidence production and safety-culture formation are connected in practice. Drawing on interface theory, vocational learning, situated practice, human factors, and competence formation, the article argues that training design should focus not only on curriculum content and regulatory compliance, but on the conditions that make the profession visible, navigable, practicable, participatory, and meaningful to new entrants. The Entry-to-Competence Model identifies seven interconnected entry conditions: orientation, technical language, cognitive scaffolding, practical participation, social belonging, digital support, and evidence of progression. It is positioned as a response to workforce development, competence assurance, and safety culture challenges in the aircraft maintenance industry. This article further argues that Entry-to-Competence as a design and diagnostic tool may provide a useful pathway logic for training providers, MROs, regulators, and international policy stakeholders seeking to improve progression capacity, evidence quality, safety culture formation, and global maintenance workforce resilience.
