This paper reports a frozen no-retuning measured molecular scattering confrontation for an ECSM electron-like packet. The V36C comparison applies a previously frozen ECSM packet/reference angular shape to measured sevoflurane elastic electron-scattering differential-cross-section data and fails the predeclared residual thresholds. The failure is retained as a constraint rather than repaired by tuning. V37 then extracts the empirical target-response function required to map the frozen ECSM reference shape to the measured molecular shape. The extracted response is finite, positive, and normalised at the declared reference angle, but it is diagnostic rather than predictive. The result motivates a future low-parameter target-screening or polarisation model to be tested on held-out energies or angles without changing the frozen packet parameters.
