The Unique Vacuum Quantum Genesis (UVQG) hypothesis proposes that M‑theory admits exactly one stable, non‑perturbative vacuum, and that our universe nucleated from this vacuum via a gravitational instanton ("tunneling from nothing"). This transition produces a closed (k = +1), inflating universe whose low‑energy physics — gauge group, particle content, coupling constants, and cosmological parameters — is uniquely determined by the geometry of the compactified extra dimensions. The theory predicts no multiverse, no eternal inflation, a finite closed universe, and no dark energy dynamics. Six quantitative, falsifiable predictions are identified: (1) spatial curvature Ωk = -0. 002 ± 0. 0005, testable by CMB‑S4; (2) tensor‑to‑scalar ratio r = 0. 003 ± 0. 001, testable by LiteBIRD; (3) supersymmetry at 1–10 TeV, testable by the FCC; (4) dark energy equation of state w = -1 exactly, testable by DESI/Roman; (5) dark matter as neutralino (0. 1–1 TeV) or axion (fa ~ 10¹1 GeV) ; and (6) normal neutrino mass ordering with specific values. All are testable within the next 15–30 years. This preprint establishes scientific priority for the UVQG hypothesis and its predictions.
