This work presents an integrated institutional proposal for the prevention and confrontation of moral, sexual, institutional, and discriminatory harassment in research units of public higher education institutions, taking as a case study the Experimental Research Unit (Unipex) of the Faculty of Medicine of Botucatu – UNESP. The proposal articulates three axes: institutional policy, communication strategy, and monitoring system, based on Donabedian's triad of quality assessment (structure, process, and outcome). It includes:• Novel instrument for surveying harassment occurrences• Proposal for restructuring the anti-harassment committee• Code of Ethical Conduct aligned with the UNESP General Regulations• Training plan for academic leaders• Strategy for printed and digital institutional campaign• Indicators for continuous monitoring of organizational culture The document integrates legal foundations, national and international scientific literature, and public health references, presenting a replicable model for other teaching and research institutions.
