This research presents a structural and Phoenician-symbolic analysis of the disjointed letters ﴿Ḥam ʿAyn Ṣ Qoph﴾ at the beginning of Sūra Shūrā. The study highlights the Phoenician roots of each letter, their symbolic meanings, and their cognitive-functional role within the Qur’anic text. The paper demonstrates how these letters form a conceptual map that encapsulates the sūra’s central objectives: divine revelation, monotheism, prophetic mission, community life, consultation (shūrā), and methodological authority. The study establishes the disjointed letters not as mere linguistic openings, but as a guiding symbolic framework for understanding the Qur’an as a doctrinal and organizational constitution for the Ummah.
