The COVID-19 pandemic caused an unprecedented decline in air traffic, deeply affecting ANSPs. This paper examines the economic and operational consequences of the crisis for a sample of ANSPs between 2015 and 2023 using data from EUROCONTROL ACE Benchmarking Reports and annual reports of individual providers. Key indicators such as IFR flights, composite hours, costs, revenues, financial results, staffing levels, and productivity were analyzed through a mixed-method approach combining quantitative evaluation of traffic and financial trends with a qualitative assessment of organizational responses. The results show that the steep reduction in IFR flights in 2020 directly translated into revenue losses, while fixed cost structures limited the ability to adapt expenditures. Larger ANSPs were more resilient due to government support and financial reserves, whereas smaller providers faced critical pressure on sustainability. In addition, staffing levels remained stable despite reduced demand, resulting in a sharp decline in productivity. The paper highlights the structural vulnerability of the ANS sector, which depends heavily on traffic-related charges and is constrained by rigid cost and labor models, and concludes that strengthening resilience will require diversified revenue streams, more adaptive human resource strategies, and continuous innovation to ensure the stability of essential services during future crises.
