Access to information is a fundamental human right that can break the cycle of poverty and support sustainable development. The library is the only place in many communities where people can access information that will help improve their education, develop new skills, find jobs, build businesses, make informed agricultural and health decisions, or gain insights into environmental issues. Their unique role makes libraries important development partners, both by providing access to information in all formats and by delivering services and programmes that meet the needs for information in a changing and increasingly complex society. (IFLA Statement on Libraries and Development, 2017). IFLA International Advocacy Programme (IAP) is a capacity-building programme launched in 2016, designed to promote and support the role libraries can play in the planning and implementation of the UN 2030 Agenda and the United Nations Sustainable Development Goals (SDGs). Thus, by providing a systematic guidelines to school libraries is important to support library development. Union Catalogue Server (UCS) is a platform that provides bibliographic records from other libraries. In Senayan Library Management Information System (SLIMS), UCS functional is not being used in Malaysian school libraries. This project will provide guidelines and prototype system using UCS in SLIMS. By using UCS, other libraries can copy bibliography records from the main database to school library database and able to share all the bibliography records and save the time for creating bibliography records in their libraries.
