Abstract

본 연구는 김정은 시기 북한 고위관료의 ‘현지료해’ 활동이 관행화되는 양상을 분석하고, 이를 김정은의 ‘현지지도’와 비교함으로써 그 정치적•행정적 함의를 고찰하였다. ‘현지료해’는 경제성과에 대한 책임을 내각에 분산시키고, 주로 내각 총리를 중심으로 한 실무 행정체계를 가시화하는 수단으로 활용되고 있다. 특히 김정은 집권 이후 내각의 경제사업 주도권이 제도적으로 강화되면서, ‘현지료해’는 중앙계획경제 체제 내에서 정책 판단력 제고, 실무적 관리•감독, 지역별 책임성 강화 등 다양한 기능을 수행하는 것으로 나타난다. 또한 ‘현지료해’는 ‘현지지도’와 상호보완적 관계를 지니며 경제적으로 어려운 상황에서 주민의 심리적 안정을 유도하고 지도자의 정당성을 재생산하는 상징적 기제로도 작용한다. 본 연구는 ‘현지료해’의 관행화가 김정은 시기 북한의 경제관리 방식 변화와 내각 중심의 실용주의적 관리전략을 이해하는 데 중요한 단서를 제공함을 밝히며, 향후 지속적으로 연구될 필요가 있다고 보았다.
