This research paper examines the role of gender representation in the development of digital government systems in Kazakhstan. The study analyzes statistical data on women’s participation in STEM and ICT sectors and explores how gender diversity influences the inclusivity of public digital services. Using a mixed-method approach combining secondary data analysis and a case study of the Family Digital Card initiative, the paper argues that diversity in GovTech development teams contributes to more socially responsive algorithmic governance. The study provides policy recommendations aimed at improving female representation in technical leadership roles within Kazakhstan’s digital transformation ecosystem.
