This paper introduces the concept of Interpreter Pools. Drawing from the Interpreter-Channel Cognitive Model (ICCM), it argues that large-scale social, political, and cultural behaviors can be traced not to individual belief, but to the emergence of pooled behavior. Interpreter Pools resolve individual internal and external tensions into coherent collective action, producing stabilizing narratives, resistance to contradictory evidence, and the synchronization of group dynamics. This paper explores their structure, formation, maintenance, and implications for institutional resilience, mass behavior, and social division.
