Causal Memory Gravity (CMG) is a framework in which gravitational dynamics emerge from a causal, Planck-scale network with a finite “memory” scale. This foundation paper consolidates the microscopic construction (Dynamic Planck Network), the effective continuum limit, and the resulting nonlocal modification of gravity in the linear cosmological sector. It provides a clear domain of validity and stability conditions, derives the linear-scale modification relevant for structure growth, and benchmarks the model against covariance-aware linear constraints (including full-matrix treatment where applicable). The manuscript deliberately separates established linear-regime results from nonlinear claims, and concludes with a concrete, implementation-ready roadmap for testing the proposed screening mechanism in future high-resolution NNN-body simulations.
