Problems of implementing the rights of citizens living and working in rural areas to housing in the context of sustainable development of rural territories

The article is dedicated to the study of legislation and strategic planning documents regulating relations regarding the sustainable development of rural areas (hereinafter - SDRAs) and the characterization of the concept under consideration and its scientific assessments in legal literature. A close interconnection and interdependence between issues of sustainable development of rural areas and food security have been identified. The main focus is on analyzing the provision of rights for young professionals (young families) to construct (purchase) housing using social payments. The relevance of the study is determined by the extensive use of materials from the judicial practice of general jurisdiction courts in the article, as well as by identifying the most typical violations (either real or fictitious) of the conditions for citizens of the Russian Federation to use social payments for the construction (purchase) of housing in rural areas. General scientific and special methods of generalization, analysis, comparative legal studies, formal legal methods, and others were used in writing the article. The scientific novelty of the work lies in the doctrinal conclusions and practical proposals for improving the regulatory acts concerning the rules for the use of the social payments in question. An important conclusion is that clarifying the procedure for providing social payments and considering specific circumstances of non-fulfillment of the conditions of agreements for providing social payments will lead to a reduction in the number of legal disputes, ensuring citizens' right to housing, which aligns with the goals of state agrarian policy. The proposed measures will contribute to the protection of the rights of young professionals and young families to housing and to achieving the goals and objectives of state agrarian policy aimed at improving the living standards of the rural population as a whole, and young professionals in particular.
