International cooperation has become a key strategic factor in the development of higher education systems under conditions of globalization and increasing academic mobility. The present study aims to substantiate a modern model for the development of international cooperation in higher education, integrating institutional, academic, digital, and intercultural dimensions. A qualitative methodological approach based on theoretical analysis and synthesis of international practices was applied. The proposed model identifies core structural components and implementation mechanisms that contribute to improvingeducational quality, research collaboration, and global competitiveness of higher education institutions. The findings confirm that a systematic and competency-oriented approach to international cooperation enhances sustainable institutional development and strengthens integration into the global educational space.
