This deliverable presents two practical tools developed by GGGI under Task 5.3 of the UP2030 project to support European municipalities in advancing climate-neutral interventions: the Cost-Benefit Analysis (CBA) Guide and the Green Finance (GF) Guide. The CBA Guide assists municipalities in selecting from 20 open-access cost-benefit analysis tools through a user-friendly questionnaire that tailors recommendations to project type, data availability, and resource constraints. The GF Guide provides a structured overview of over 100 financing instruments, more than 70 case studies, and international funding and technical assistance programmes, enabling cities to identify and search for suitable financing mechanisms through filters. Both guides were presented to and refined with UP2030 city stakeholders through workshops, ensuring alignment with local needs. Currently available in Excel format, the guides will be integrated into the UP2030 Service Platform in a web-based format by late 2025, improving accessibility and replication across cities. Together, these tools help cities to evaluate the economic viability and co-benefits of climate projects, mobilise finance, and scale interventions, contributing to the broader objectives of the EU Mission for Climate-Neutral and Smart Cities.
