This manuscript presents the first demonstration that all CODATA physical constants can be reduced to two base invariants: the universal temporal-consumption constant k = -1 and the geometric constant. Within the Physical Time Medium (PTM) framework, every dimensional and dimensionless constant—including G, c, h, , and the elementary charge—emerges as a composite expression of medium density, temporal flow, and geometric scaling. The reduction is shown explicitly through a sequence of analytic transformations, illustrating how constants traditionally viewed as independent instead arise from a single underlying physical medium. This provides a unified generative structure linking gravitation, relativity, quantum behavior, and cosmological dynamics. The PTM framework does not alter CODATA values; rather, it reveals their deeper physical origin and internal relationships. This work establishes k=-1 and as the fundamental base constants from which all others can be derived.
