We propose a higher-dimensional effective framework in which observable four-dimensional spacetime is embedded within a five-dimensional structure consisting of a dissipative transition layer (the sigma-layer) and a terminal boundary. The model demonstrates how infrared modes are 'redimensioned' and neutralized upon approaching the boundary, preventing catastrophic vacuum decay. By integrating out bulk degrees of freedom, we derive an explicit damping kernel that explains large-scale power suppression in the CMB, providing a geometric mechanism for vacuum stability through temporal reflection.
