The Role of Institutional Excellence in Developing Job Performance: A Field Study on the Administrative Employees of the General Court in Jeddah Province

The General Court in Jeddah, as a judicial institution, faces continuous challenges to improve the quality of services provided to citizens. Institutional excellence represents a framework that can contribute to raising the level of performance and achieving efficiency and effectiveness. Therefore, the study aimed to identify the role of institutional excellence in its various dimensions (leadership excellence, technical excellence, operational excellence, employee empowerment) in developing job performance among administrative employees at the General Court in Jeddah Governorate. The study relied on the descriptive analytical approach, and used the questionnaire as the main tool to collect data from a convenience sample of (209) individuals from the administrative employees at the General Court in Jeddah Governorate. The data were analyzed using SPSS. The study results showed that the court’s administrative staff perceived a high level of institutional excellence, with an approval rate of 77.2%. This excellence was primarily focused on technical aspects, followed by operational aspects, then leadership, and finally employee empowerment. This reflects the court’s focus on technical infrastructure and operational effectiveness rather than internal employee empowerment. The results also indicated that administrative staff demonstrated high job performance, with an approval rate of 86.2%. This is evident in their commitment to quality performance, accuracy, and adherence to regulations and instructions, reflecting an effective professional culture and positive work behavior. The results also indicated statistically significant relationships between leadership excellence, technical excellence, operational excellence, and employee empowerment on the one hand, and job performance on the other. This reinforces the hypothesis that achieving institutional excellence directly contributes to improving employee performance. The results also revealed statistically significant differences in employees’ perceptions of the level of institutional excellence, attributable to variables such as gender, age, educational qualifications, years of experience, and job rank, indicating that individuals’ backgrounds influence their perceptions of the institutional environment. The study recommended that the General Court in Jeddah adopt a culture of institutional excellence by raising awareness of the importance of excellence among employees and considering it part of the institution’s overall strategy.
