Time is not a dimension, a particle, or a background flow. Time is a mathematical necessity of tessellating matter. This paper derives, from the Collapse Tension Substrate (CTS) of Intent Tensor Theory (ITT), that what we call time is the accumulated count of successful S2 persistence verifications performed by tessellating matter. The core equation: Tₒbs = N x taucycle (Z, S, Tfield), where N is the count of successful Sₛel persistence verifications and taucycle is the duration of one verification cycle. No temporal dimension is required. No time particle exists to find. The substrate does the work and the count is what we called time. Six chapters: (1) Paradigm inversion and the graviton parallel -- gravity is standing CTS field tension, time is a tessellation count, same category error in different domains. (2) Mechanics of S2 persistence: the Sₛel gate, Triple Closure Condition, and Tessellation Workload equation Wₜess. (3) Cesium-133 void geometry derivation: Zₑff (6s) =2. 200, anisotropy potential UZ, S=0 identically, the Xenon core shielding mechanism -- the SI second is 9, 192, 631, 770 smooth tessellation cycles in this specific atomic geometry. (4) Every object at its own tessellation rate: gravitational dilation as substrate viscosity, diamond (near-zero workload), biological life (maximum workload). (5) Formal definition of time and what it eliminates: arrow of time, block universe, frozen formalism, time travel. (6) Three explicit falsification conditions, one already confirmed by existing Cs-137 data.
