Review of the XVIII Scientific Readings in the Memory of Professor S.N. Bratus on the Topic “Private and Public Law in 21st Century Legal Studies: In Search of a Balance”

On October 22, 2025, the Institute of Legislation and Comparative Law under the Government of the Russian Federation held the XVIII Scientific Readings in memory of Professor S. N. Bratus on the topic “Private and public law in the jurisprudence of the 21st century: in search of balance”. The need to resolve topical issues of science and practice, to achieve a balance of private and public interests in the legal regulation of public relations has raised the issue of the need to formulate reliable criteria for defining private and public law as megasystems and metacenters of the formation of concepts and institutions of law, to study issues of their convergence and divergence and define their boundaries. The article highlights the welcoming remarks and reports of the participants of the plenary session — leading representatives of Russian legal science and heads of public authorities: S. A. Sinitsyn, G. A. Gadzhiev, D. F. Mezentsev, S. B. Puginsky, L. T. Bakulina, P. V. Stepanov, Ye. A. Sukhanov, M. L. Galperin, A. S. Yemelyanov.
