This note presents a cyclic-like cosmological consequence of the Persistent Uncertainty Law and the Iron Laws of admissible physical description. The aim is not to reproduce or derive Penrose’s Conformal Cyclic Cosmology (CCC), but to show a narrower result: persistent uncertainty, the impossibility of final equilibrium, finite horizons, and irreversible record accumulation naturally generate continual phase turnover and the regeneration of low-record regimes. In this framework, cycle-like behavior is not assumed as a global geometric structure, but emerges as a consequence of admissibility constraints. The universe remains dynamically open, never reaches final closure, and continually reorganizes its structure without requiring a global aeon sequence.
