As scholarly publishing increasingly relies on common digital platforms and interoperable standards, questions of governance and decision-making become critical to ensuring that infrastructure remains community-driven and scholar-led rather than centralized or commercially controlled. Using the University of Zadar and its institutional publishing platform Morepress (https://morepress.unizd.hr/journals/) as a case study, the poster analyzes the distribution of roles and responsibilities between the university as infrastructure provider and individual journal editorial boards as primary scholarly decision-makers.
